
The Conference, made up of the Heads of State and / or Government of all Member States, is the highest body of the CPLP.
The Conference shall:
a) Define and guide the general policy and strategies of the CPLP;
b) To adopt legal instruments necessary for the implementation of these Statutes, but may delegate these powers to the Council of Ministers;
c) To create institutions necessary for the proper functioning of the CPLP;
d) To elect from among its members a President on a rotating basis and for a term of two years;
e) To elect the Executive Secretary of the CPLP.
The Conference shall meet ordinarily every two years and, extraordinarily, when requested by two-thirds of the Member States.
